Everyone may freely choose Christ. However, only God knows who will. No one is predestined to hell. As an illustration, Romans:9:9–13 speaks of Esau and Jacob. God knew the failure of Esau before the children were ever born. He also knew that Jacob was the one through whom He could accomplish His purpose. Consequently, He chose (loved) Jacob and rejected (hated) Esau.

"And the Lord said unto her, Two nations are in thy womb, and two manner of people shall be separated from thy bowels: and the one people shall be stronger than the other people; and the elder shall serve the younger."
