Two groups are distinguished by the prophet: 1) “all the people round about Judah and Jerusalem.” They will be fearful (will tremble in fear, because Israel [1] will prove too strong and will defeat them in every war they fight against her, a reality that has continued from 1948 until today), and 2) “all the people of the earth.”
