In the past, the media carefully cultivated the impression that the Palestinians were war weary and passionate to make peace. However, while Arafat has continually talked about peace to the English-language media and the Western world, he has never addressed the subject of peace in Arabic to his own Islamic world. The organizations that monitor all the Arab broadcasts and publications with Palestinian Authority spokesmen report they have yet to find a single one that speaks of peace in the context of a relationship with the Israeli’s destruction. Furthermore, the Palestinian Authority has never amended its PLO charter to recognize Israel’s right to exist, as required by the Declaration of Principles signed with Israel in 1993.

Arafat did write a letter to Yitzhak Rabin on September 9, 1993 that stated, “The PLO recognizes the right of the State of Israel to exist in peace and security,” but he left the PLO charter unchanged, still call for “the elimination of the Jewish state.” When questioned about this seeming contradiction, Arafat stated that when a Palestinian state is set up (according to the terms of Palestinians), a new charter would be made that includes the recognition of Israel. However, if the Palestinians’ stated goals are achieved, there will be no Israel to recognize!
