Romans chapters 1, 2, and 3 tell us clearly that all mankind, through the witness of creation and conscience, recognizes that God exists, that we are morally accountable to Him, have broken His laws, and cannot be justified by our own efforts or apart from His grace. Quite clearly, keeping the law perfectly in the future cannot make up for having broken it in the past. John tells us that Jesus Christ is "the true Light, which lighteth every man that cometh into the world" (John:1:9). Thus all men know in their hearts, when they hear it, that the gospel of Christ is true. There is no other way to be forgiven by God, no other way of salvation. Rejection of the gospel is not for legitimate intellectual reasons but arises out of an unwillingness to submit to the moral consequences of what all men know to be true. Whether a true church exists or not is entirely irrelevant.
